Excellent points Amy and thanks for your comments. An interesting dynamic I often see is that agency and/or department directors begin to create their own shadow quasi-HR/talent management function because they do, in fact, feel the pain but don't trust that their HR department can solve for the problem. I appreciate your thoughts!

Great points! "The problem is that this type of change cannot truly exist without those who feel the pain each and every day electing to stop, take stock of their situation and say enough!"

I would also add to the conversation that EVERYONE involved in talent management- and this includes agency or department directors, not just traditional "HR" folks need to feel the pain. Too often we human capital professionals shield leadership from reality in a pseudo-defensive posture, as if we're wholly responsible. It's time to embrace our weakness, not sweep them under the rug, and seek active change.
